In 1978 Congress passed the Ethics in Government Act, which provided for automatic establishment of a Special Prosecutor to investigate allegations of crimes by the President, Vice President, cabinet officers, and other high officials. In response, the Bureau established classification 211 to control the records of such investigations. Charges received by the FBI are to be reported to the Attorney General within 24 hours if the charges are based on specific information. At the Attorney General's discretion, the FBi will conduct a preliminary investigation within 90 days. If a special prosecutor is appointed, the Bureau will provide services at the prosecutor's direction; no standard role for the Bureau is prescribed because it will depend on the special prosecutor's needs and directions.
